What is Territoires d’Industrie?
Territoires d’industrie is a national program aimed at reindustrializing France. By 2023, 183 territories have been accredited. The aim of this national plan, supported by the State and the Regions, is to reindustrialize France. The Hautes-Alpes is one of the winners. This national program, which is rolled out at departmental level, is co-piloted by local elected representatives and industrialists, and run by the Hautes-Alpes Development Agency.
The weight of industry in the Hautes-Alpes region
Although the Hautes-Alpes currently has just 10% of industrial companies (1,900 SMEs and VSEs), there is considerable potential for growth in endogenous companies and the creation of new units in line with the region’s specific characteristics.
The departmental roadmap targets strategic sectors: aeronautics, construction, renewable energies, perfume plants, agri-food.

Priority projects
The roadmap is structured around four priorities:
- AXIS 1: Land and attractiveness
- AXIS 2: Ecological transition and resource management
- AXIS 3: Innovation and R&D
- AXIS 4: Skills and training
The Hautes-Alpes region is making the most of this program, with some 50 companies supported and tens of millions of euros raised as part of the Green Fund or France 2030.
The industry continues to grow, with GDP for industrial companies in the Hautes-Alpes up 50.3% in 10 years.
